Following the destruction of Pan American flight 103 across Lockerbie, Scotland, in December 1988 the UK authorities implemented a policy to x-ray all passenger luggage to help obstruct such an atrocity happening again. For several years the UK worked towards a goal of 100% clutch baggage screening (HBS), and in in such a manner doing became the first rural parts in the world to achieve this target. nearest to follow was Denmark, and until lately these two countries were the alone ones providing 100% HBS for the protection of departing and transferring passengers. There are several reasons for this.
